Summary

Amends the Energy Reorganization Act of 1974 to require any firm constructing, owning, operating, or supplying the components of any facility or activity regulated under the Atomic Energy Act of 1954 (including any individual officer of such firm) to notify immediately the Nuclear Regulatory Commission of defective components which could create a substantial safety hazard. Authorizes the Commission to issue regulations to assure compliance with such notice requirements. Subjects firms which fail to provide such requisite notice to specified civil penalties.
