Summary

Amends title II (Old-Age, Survivors and Disability Insurance) of the Social Security Act to provide that any individual who would have been fully insured at age 62 may qualify for disability insurance benefits if such individual has 20 quarters of coverage, regardless of when such quarters were earned. States that such coverage requirement is an alternative to the requirement that an individual have 20 quarters of coverage during the 40-quarter period immediately preceding his disability.
