Summary
Directs the Administrator of the Environmental Protection Agency to develop and demonstrate a program in water resources-aquatic plant management in the form of a management model system. Requires the Administrator to develop a mechanism for peer review of such system. Requires the system's completion within three years of enactment of this Act. Directs the Administrator to report to the Congress a three-year plan of implementation and annually on the activities carried out under this Act. Authorizes appropriations for FY 1988 through 1990. Directs the Administrator to make grants for necessary research. Authorizes appropriations for FY 1988 through 1990.
