Summary

Modifies, under the Flood Control Act, the project for flood protection on Willow Creek, Oregon, to provide for reformulation and construction of the project for purposes of flood control, recreation, fish and wildlife, and future irrigation use in accordance with reclamation law of costs allocated to irrigation. Authorizes advance participation with the city of Heppner, Oregon, in the design and construction of those elements of the city's water supply system which must be relocated as a result of project construction.
