Summary
Airport Security Technology and Research Act of 1989 - Amends the Federal Aviation Act of 1958 to require the Administrator of the Federal Aviation Administration (FAA) to: (1) initiate a rulemaking procedure and by a certain deadline promulgate a final rule regarding the installation and use of explosives detection screening equipment at all hub airports; and (2) establish guidelines for certifying the reliability and accuracy of plastic explosives detection equipment. Amends the Airport and Airway Improvement Act of 1982 to authorize appropriations for research and development regarding aviation and airport security projects and activities.
