Summary
Independent Federal Aviation Administration Act of 1989 - Establishes the Federal Aviation Administration as an independent regulatory agency in the executive branch to succeed the Federal Aviation Administration of the Department of Transportation. Sets forth the Administration's organizational structure and administrative parameters. Transfers to such Administration all functions previously vested in its predecessor. Declares that the Administrator of the independent Federal Aviation Administration shall neither be bound by any entity created by Executive Order nor submit decisions for the approval of any such entity.
