Summary

Transfers surplus Federal property at Sand Point in Seattle, Washington, to the Secretary of the Interior. Directs the Secretary to transfer all right, title, and interest in and to such property to Seattle for the Warren G. Magnuson Park, except for a parcel occupied by the U.S. Fish and Wildlife Service National Fisheries Research Center. Prohibits the transfer of such property until Seattle submits a specified management plan for it to include: (1) the establishment of an advisory committee; and (2) the erection and maintenance within the boundaries of the park of an appropriatae memorial to Warren G. Magnuson, including a permanent marker describing his contributions. Authorizes the Secretary to make a grant for the establishment of such a memorial.
