Summary
Prohibits the Secretary of the Interior from acquiring any water resource land or accepting any conservation easement affecting water resource land for the U.S. Fish and Wildlife Service unless: (1) the acquisition or granting of the easement is specifically approved by the legislature of the affected State; and (2) the acquisition or easement is subject to express written guarantees of access by the general public to the land concerned at all times.
