Establishes in the Treasury the Mine Safety Grant Fund. Directs the Secretary of Labor to: (1) award competitive Brookwood-Sago Mine Safety Grants to entities for research and outreach to prevent and treat Black Lung Disease, and (2) deposit into the Fund amounts collected as civil penalties for mandatory health or safety standard violations committed by mine operators.
