Summary

Death Penalty Implementation Act of 1989 - Amends the Federal judicial code to establish a 60-day statute of limitations for habeas corpus actions brought by a person who has been sentenced to death. Requires a court to begin proceedings on an application for such action not later than 30 days after it is filed. Prohibits a court from entertaining an application without the consent of the person who has been sentenced to death. Requires the chief executive of the State in which a person has been sentenced to death to either set a date for the execution of sentence or exercise executive clemency not later than 30 days after such person has exhausted all possibilities of appeal and collateral challenge to the conviction and sentence.
