Fly the Smokeless Skies Act of 1987 - Amends the Federal Aviation Act of 1958 to proscribe smoking on passenger-carrying aircraft in intrastate, interstate, foreign, or overseas transportation. Directs the Secretary of Transportation to promulgate regulations to implement this Act. Subjects persons who violate this Act to a civil penalty.
