To amend the Communications Act of 1934 to require that substantial rate increases in rates charged by cable television operators be subject to approval by local regulatory authorities.

Summary

Amends the Communications Act of 1934 to authorize a State or local franchising authority to require a cable operator to obtain approval of any rate increase for basic cable service which exceeds the higher of: (1) five percent; or (2) the percentage increase in the Consumer Price Index for the 12 most recent months for which such Index is computed.
