Summary
Commercial Motor Vehicle Safety Act of 1995 - Amends the Motor Carrier Safety Act of 1984 to require the Secretary of Transportation to initiate a rulemaking proceeding to prohibit a person from operating a commercial motor vehicle with an uncovered or unsecured open load on any street or highway. Requires the Secretary to transfer an amount equal to one and one-half percent of a State's apportionment for Federal-aid highways to its apportionment for highway safety programs if such State does not have a law compatible with such Federal regulations.
