Provides for the repayment of the Grand Valley Reclamation Project (Colorado) through the sale or development of power or power privileges. Authorizes the Secretary of the Interior, upon reaching agreement with, and receiving the final payment due the United States from the Grand Valley Water Users Association and the Orchard Mesa Irrigation District, to convey all U.S. interest in the Project to such Association or District or their successors.
