Directs the Architect of the Capitol to construct an office building for the judicial branch of the Federal Government, to be located in Washington, D.C. Declares that it is the sense of the Congress that construction of such building is essential to the efficiency and operations of the judicial branch and should receive the highest priority of the Architect of the Capitol. Requires the Architect to report to specified congressional committees periodically throughout construction. Authorizes appropriations.
