Imposes a civil penalty upon any person who mails to any individual or group of individuals at their place of residence: (1) any unsolicited sexually oriented advertisement; or (2) any unsolicited obscene, lewd, lascivious, indecent, filthy, or vile article, matter, thing, device, or substance.

Marine Research Act of 1988 - Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to authorize the establishment of Regional Marine Research Centers (Centers) to plan, coordinate, and support research, monitoring, and assessment activities concerned with the quality of the marine environment. Authorizes the Governors of a majority of States in a marine research region to develop and submit for approval to the Marine Research Coordination Board (Board) a combined, interstate proposal for a Center which identifies the research organizations which will participate in the Center and the goals of such Center. Identifies the marine research regions as the Gulf of Maine, Greater New York Bight, Mid-Atlantic Bight, Tropical, Gulf of Mexico, Southern California Bight, North Pacific, Gulf of Alaska and Arctic Seas, Insular Pacific, and Great Lakes Regions. Requires each Center to develop and submit for the Board's approval every three years a marine research plan which: (1) identifies research needs and priorities in the region over the next ten years; (2) inventories all federally-funded projects regarding the marine environment expected to be conducted in the region during the three-year term of the plan; (3) explains the means by which the Center will select and supervise projects to be funded under this Act; (4) describes each project expected to be assisted with appropriations authorized pursuant to this Act; and (5) lists the equipment and supplies used commonly for research projects in the region. Authorizes the Board to make annual administrative, research, and equipment grants to Centers which submit applications for such grants. Sets forth reporting requirements. Requires each Center to support baseline monitoring of fundamental marine environmental conditions and submit periodic reports on the status of marine environmental quality and resources in the region to the Board. Requires that such reports be made available to the public, State Governors, and local, State, and Federal agencies. Authorizes the establishment of the Marine Research Coordination Board at the Federal level to manage and coordinate the efforts of the Centers and report periodically to the Congress on the activities and findings of such Centers. Authorizes appropriations for FY 1989 through 1993.

Expresses the sense of the Congress that the Secretary of Transportation (the Secretary) should: (1) investigate the management of Texas Air Corporation and Eastern Air Lines since the acquisition of Eastern by Texas Air to determine (according to prescribed guidelines) the effect of such management upon the public interest; (2) use the investigation findings as a basis for decisions in pending and future cases involving proposed changes in domestic and international operations of Eastern; (3) not authorize the operation of any entity as a subsidiary of Texas Air in performing any air transportation operations until completion of a review to determine whether such performance is consistent with the public interest; (4) not authorize any Texas Air subsidiary to engage in air transportation until the application for such certificate has been reviewed; (5) not authorize Orion Air to provide contract services with Eastern unless Orion establishes conclusively its capability of conducting such operations with the highest degree of safety; (6) not expedite consideration of Orion's request to operate under contract with Eastern by diverting employees of the Department of Transportation or the Federal Aviation Administration from their responsibilities of ensuring the safety of previously authorized operations; and (7) require, as a condition of any approval of Orion's request to operate under contract with Eastern, that purchasers of tickets for such service must be informed at the time of making reservations of the identity of the carrier having operational responsibility for such service.

Employer Reversion Moratorium Act of 1988 - Amends the Employee Retirement Income Security Act of 1974 to prohibit distributions to an employer, before October 1, 1989, of plan assets in connection with any single-employer defined benefit plan termination announced on or after March 9, 1988. Makes plan fiduciaries jointly and severally liable for breach of fiduciary duty unless assets distributed upon plan termination are either distributed to plan participants and beneficiaries or paid into a trust whose terms provide for final disposition in accordance with applicable law in effect on October 1, 1989. Requires the dissolution of such a trust and the distribution of its assets during the month of October 1989.

Amends the Marine Protection, Research, and Sanctuaries Act of 1972 to prohibit any person from dumping municipal sludge into the ocean without having obtained from the Administrator of the Environmental Protection Agency a permit imposing a special disposal fee for each dry ton dumped. Requires permittees to: (1) deposit 75 percent of such fees in a trust account for subsequent use on projects to eliminate ocean dumping after 1991; and (2) pay 25 percent of such fees to the Administrator for sludge disposal enforcement, research, reporting, and permit activities. Authorizes the Administrator to waive all or part of the fee requirement for permittees who have entered into and are adhering to a binding, enforceable agreement for the phasing out and termination of the ocean dumping of municipal sludge by 1992. Directs the Administrator to report to the Congress at six-month intervals on land-based disposal options for municipal sludge and the progress made by permittees toward the cessation of ocean dumping of such sludge. Outlaws the ocean dumping of municipal sludge after 1991. Imposes penalties for each day of noncompliance with this Act's requirements.

Amends the Internal Revenue Code to terminate, as of January 1, 1989, the permitted exclusion from the taxable gross income of U.S. citizens and residents working abroad of: (1) foreign earned income; and (2) eligible housing expenses.

Makes a supplemental appropriation for FY 1988 to the Coast Guard (Department of Transportation) for operations at certain facilities comparable in nature and extent to the operations carried out during FY 1987. Prohibits amounts made available by this Act from being used in connection with any closing of, or reduction in force with respect to, any Coast Guard facility or installation.

Amends the Hazardous Materials Transportation Act to direct the Secretary of Transportation to issue regulations for the safe transportation of hazardous materials in domestic and foreign commerce (including route designations). Cites the area in which Federal regulations preempt State hazardous materials transportation requirements. Authorizes the Secretary to promulgate regulations for dispute resolution among the States regarding hazardous materials highway route designations. Permits States to petition for judicial review of the dispute resolution decision. Grants the Secretary discretion to either adopt or reject hazardous materials transportation standards adopted by international bodies according to the Secretary's perception of the public interest. Requires motor carriers of specified hazardous materials (including radioactive materials) to possess a valid safety permit issued by the Secretary authorizing the carrier to engage in such transportation. Cites circumstances under which such permits may be suspended or revoked. Amends the definition of radioactive materials to state that it does not include any material determined by the Secretary to be of such low radioactivity that it does not pose a significant hazard when transported. Revises the scope of civil penalties to impose liability for any infraction of regulations (currently such liability only attaches to violations knowingly committed). Prescribes guidelines under which the preemption of State laws conflicting with this Act shall be determined. Authorizes appropriations for FY 1988 through 1989.

AIDS Youth Education Act of 1988 - Amends part B (Federal-State Cooperation) of title III (General Powers and Duties of Public Health Service) of the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants for educating and counseling certain youths with respect to the prevention of exposure to, and the transmission of, the etiologic agent for acquired immune deficiency syndrome (AIDS). Describes the youths as those who: (1) are homeless; (2) are unemancipated minors away from home for a significant period without parental consent; (3) engage in intravenous substance abuse or in prostitution; (4) are homosexual or bisexual males; or (5) engage in sexual activity with such unemancipated minors or with any individual who is homeless, engages in intravenous substance abuse or prostitution, or is a bisexual or homosexual male. Sets forth preferences in making grants. Requires applicants to agree to: (1) provide outreach services for the youths; and (2) use educational materials and confidential counseling procedures that are appropriate for the age and cultural context of the youths and that emphasize the behavioral changes necessary to prevent exposure to, and the transmission of, the etiologic agent for AIDS. Permits grantees to expend the grant to train individuals to carry out the education and counseling provided for in this Act. Authorizes appropriations for FY 1989 through 1991.

Social Security Eligibility Reconciliation Verification and Independent Status Act of 1988 - Title I: Improvements in Records Maintenance; Protection of Benefit Levels - Directs the Secretary of Health and Human Services and the Secretary of the Treasury to jointly establish a Social Security Earnings Reconciliation Task Force through which the Secretaries shall: (1) establish within their respective departments coordinated procedures which work to reconcile discrepancies in earnings credited to employees, self-employed individuals, and beneficiaries under the Internal Revenue Code and title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act; (2) educate the public and employers regarding methods by which they may assist in such reconciliation; and (3) actively consult with the Social Security Earnings Reconciliation Commission established by this Act. Requires the Secretaries to submit to the President and the Congress an interim report by July 1, 1989, and a final report by July 1, 1990, regarding the manner and extent to which the Task Force carried out its tasks. Terminates the Task Force 60 days after the submittal of such final report. Authorizes appropriations for the Task Force for FY 1989 and 1990. Establishes the Social Security Earnings Reconciliation Commission which shall: (1) conduct a comprehensive study of the issues pertaining to discrepancies in earnings credited under the OASDI program and Internal Revenue Code; and (2) report its findings and recommendations to the President and to the Congress by July 15, 1990. Terminates the Commission 60 days after the submittal of its final report. Authorizes appropriations for the Commission for FY 1989 and 1990. Prohibits the Congress from considering any legislation which effects a reduction in benefits under the OASDI program or title XVI (Supplemental Security Income) (SSI) of the Social Security Act. Considers the enactment of such prohibition to be an exercise of congressional rulemaking powers, subject to change in the same manner and to the same extent as any other rule of the House of Representatives or the Senate. Title II: Establishment of the Social Security Administration - Amends title VII (Administration) of the Social Security Act to establish as an independent executive agency a Social Security Administration, headed by a Social Security Board. Provides that it shall be the duty of the Administration to administer the OASDI and SSI programs. Requires the Board to study and make recommendations as to the most effective methods of providing economic security through social insurance and as to legislation and matters of administrative policy. Establishes in the Administration: (1) a Commissioner of Social Security; (2) a Deputy Commissioner of Social Security; (3) a General Counsel; (4) an Inspector General; and (5) an Office of the Beneficiary Ombudsman, to be headed by a Beneficiary Ombudsman who shall represent the interests of beneficiaries under the OASDI and SSI programs within the Administration. Requires the annual report of the Board to include a description of the activities of the Beneficiary Ombudsman. Requires the Board to make annual budgetary recommendations relating to the Administration. Requires that appropriations requests by the Administration for staffing and personnel be based upon a comprehensive workforce plan as established by the Board. Provides for the apportionment of administrative costs. Requires the annual report of the Board to include a section reflecting the use of budget authority provided to the Administration. Requires that authority for automated data processing procurement and facilities construction be provided in the form of contract authority covering the total cost of such acquisitions. Makes amounts needed for the liquidation of contract authority so provided available from the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund to the extent that such amounts are not needed to meet current obligations for benefit payments. Requires the Board and the Director of the Office of Personnel Management to implement demonstration projects relating to personnel matters. Directs the Board and the Administrator of General Services to implement such projects relating to delegations from the Administrator. Specifies the authorities which are to be delegated to the Board from the Administrator and the Director. Requires the Comptroller General to report to specified congressional committees concerning such projects, including an evaluation of the Board's readiness to assume full and permanent authority. Requires the Board to cause a seal of office to be made and judicial notice taken thereof. Provides for the transfer to the Administration of all functions carried out by the Secretary of Health and Human Services with respect to the programs and activities to be carried out by the Administration under this Act. Abolishes the position of Commissioner of Social Security in the Department of Health and Human Services. Directs the Secretary and the Social Security Board to take such measures as are necessary to ensure that this Act's provisions do not result in staffing or service reductions involving the functions transferred. Requires the Comptroller General to report to the President and the Congress by July 1, 1990, on the extent to which such staffing or service cuts have been avoided. Sets forth effective date and transitional rule provisions. Title III: Conforming Amendments and Rules of Construction - Requires the Secretary and the Board to report to the Congress within 120 days after the beginning of each regular session on their administration under this Act. Requires the Secretary to study and make recommendations on the most effective methods of providing economic security and on the administrative policy for the programs. Directs the Board to appoint, quadrennially, an Advisory Council on the Old-Age, Survivors, and Disability Insurance Program and an Advisory Council on Health and Supplementary Medical Insurance to review the relation of the trust funds supporting the OASDI program and the Medicare program and the long-term commitments of those programs. Requires each council to submit a report to the Board for transmittal to the Congress and the Board of Trustees of each Trust Fund.

Telecommunications Billing Disclosure Act of 1988 - Amends the Communications Act of 1934 to make it unlawful for any person to charge for a voice communication by telephone: (1) unless it is preceded by a disclosure of billing charges and practices and the fee meets the description offered in the disclosure; or (2) if the potential recipient ends the call within a required warning interval of at least ten seconds. Makes it unlawful, in addition, to knowingly permit one's telephone facility to be used in either of these prohibited billing contexts. Lists criteria to be met by the required disclosure of billing rates and practices. Makes violators liable to aggrieved parties and establishes authorized penalties in connection with resulting suits.

Oyster Disease Research Assistance Act - Directs the Chief Scientist of the National Oceanographic and Atmospheric Administration to establish an oyster disease research program, including: (1) identification of certain oyster diseases; (2) identification of priority research categories; (3) support for research in priority categories; and (4) a process for making the results of the research available to interested persons. Permits eligible institutions to apply for research grants. Sets forth the factors the Chief Scientist must consider in deciding whether to award assistance. Establishes the Oyster Research Program Advisory Committee to advise the Chief Scientist regarding matters related to carrying out this Act. Requires representation on the Committee from specified geographic areas. Directs the Chief Scientist to consult with the Department of the Interior, the National Science Foundation, the National Institutes of Health, and the Food and Drug Administration with respect to the identification of priority oyster diseases, the identification of priority research categories, and matters covered by the biennial review required by this Act. Directs the Chief Scientist to undertake a biennial review of the program. Sets forth reporting requirements. Authorizes appropriations for FY 1989 through 1998.

Authorizes the Secretary of Defense to carry out a program under which the Secretary of a military department may guarantee compensation of any person who leases a rental unit to a member of the armed forces following any breach of lease or rental unit damage done by the member. Directs the Secretary of each military department to carry out such program. Authorizes the Secretary of the military department concerned to enter into an agreement with any person who leases rental units to military personnel. Outlines terms to be included in such agreement, including liability limits of the Secretary concerned, and the Secretary's right to be subrogated to the rights of the lessor for compensation for breach of lease or rental unit damage. Authorizes the Secretary concerned who has compensated an owner for rental breach or unit damage to withhold from a member's pay an amount equal to the amount paid by the Secretary to the lessor as compensation for the breach or damage.

Authorizes the Secretary of the Interior to designate the New Jersey Coastal Heritage Trail, a vehicular tour route along existing public roads linking natural and cultural sites in New Jersey. Directs the Secretary to complete and submit to the appropriate congressional committees within one year a comprehensive inventory of trail sites and a general management plan. Requires intergovernment consultation and public participation in the preparation of such inventory and plan. Authorizes the Secretary to provide technical and financial assistance in the development of interpretive materials and conservation methods. Requires that the trail be marked with appropriate markers for the public. Authorizes appropriations.
