Summary

Child Support Incentive Act of 1997 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act to establish a new incentive payment system for the States for: (1) paternity establishment performance; and (2) support order performance, including current payment collection, arrearage collection, and average payment, and cost-effectiveness performance. Directs the Secretary of Health and Human Services to: (1) study and report to the Congress on the implementation of the new incentive payment system; (2) develop a performance measure based on the effectiveness of States in establishing and enforcing medical support obligations; and (3) make recommendations to the Congress for the incorporation of such medical support obligation enforcement measure, in a revenue neutral manner, into such payment system.
