Summary
Requires the President, if a foreign nation is applying a tariff or non-tariff barrier that is unduly burdening and restricting U.S. foreign trade, to: (1) apply a barrier similar in kind to that applied by the foreign nation and applicable to a similar product or service; and (2) take equivalent retaliatory action that affects goods or services, or both, of the foreign country.
