Summary

Prohibits the revenues received from the postal rates for not more than 250,000 pieces of a nonadvertising publication from exceeding the postal costs attributable to such mail matter as of the first day of the eighth year after the first Postal Rate Commission decision affecting such mail. Requires postal rates for nonadvertising portions of mail to be based solely on weight.
