Summary

Authorizes the Secretary of the Interior to: (1) construct, operate, maintain, and replace when necessary, a water treatment plant for the Leadville Mine in Colorado; and (2) install concrete lining on the rehabilitated portion of the Leadville Mine Drainage Tunnel. Specifies that: (1) such treatment plant shall be designed to treat the quantity and quality of effluent historically discharged from such Tunnel; and (2) construction, operation, maintenance and replacement costs of the works authorized by this Act shall be nonreimbursable. Makes the Secretary responsible for operation and maintenance of the water treatment plant. Authorizes appropriations.
