Summary
Leadville Mine Drainage Treatment Act of 1989 - Authorizes the Secretary of the Interior to construct, operate, and maintain a water treatment plant and to install concrete lining on the rehabilitated portion of the Leadville Mine Drainage Tunnel in Colorado in order that water flowing from that tunnel may meet water quality standards. Specifies that: (1) such treatment plant shall be designed to treat the quantity and quality of effluent historically discharged from such Tunnel; and (2) construction, operation, and maintenance costs of the works authorized by this Act shall be nonreimbursable. Makes the Secretary responsible for operation and maintenance of the water treatment plant. Authorizes appropriations.
