Summary
Community Shelter Protection Act of 2011 - Prohibits the Federal Emergency Management Agency (FEMA) from requiring an educational institution (elementary or secondary school that is an eligible applicant for FEMA assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act) to reimburse FEMA for the market value of a covered temporary tornado shelter facility (a structure designed to protect children from a tornado that is constructed or acquired with federal financial assistance) when the facility is no longer needed for that purpose.
