Summary

Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to make a grant to the city of Columbus, Georgia, for constructing wastewater treatment works known as the Columbus Combined Sewer Overflow Advanced Research Project to conduct research and demonstrate the use of combined technologies. Sets the Federal share of projects at 85 percent of the cost of construction and providing information to other municipalities. Authorizes appropriations.
