Summary
Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reduce funds available under the drug control and system improvement grant program by 25 percent (for redistribution to other participating States) to any State which does not have in effect a law requiring that a sentence of death be imposed when a law enforcement officer is killed in the line of duty.
