Summary
Voter Interest and Participation Act of 1983 - Provides that absentee ballots for any Federal election may be mailed and returned free of postage. Specifies exceptions. Increases the maximum tax credit that is allowed for individuals who make contributions to candidates for public office. Establishes a special tax rate for committees established and maintained by a political party. Increases the dollar limitations on contributions to candidates and their authorized political committees. Declares that limits do not apply to contributions or expenditures made by a political committee of a political party regarding any congressional election.
