Prohibits any civilian employee or member of the armed forces who has the authority to take personnel actions from taking any such action as a reprisal toward nonappropriated fund instrumentality employees who disclose information indicative of legal violations or mismanagement. Defines such employees as those civilian employees paid from unappropriated funds of instrumentalities of the United States under the jurisdiction of the armed forces.
