Amends the Railroad Retirement Act of 1974 to stipulate that benefits under such Act for divorced spouses, surviving divorced spouses, widows, and widowers of railroad employees shall be the same as those benefits that they would have been entitled to had the railroad employee's service been subject to the Social Security Act.
