Summary

Interim Budget Control and Enforcement Act of 2001-Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to increase discretionary spending limits for FY 2002. Requires the President's FY 2003 budget submission to identify emergency-designated funding that was enacted in response to the events of September 11, 2001, and that is ongoing and recurring in nature. Adjusts figures within the concurrent resolution on the budget for FY 2002 with regard to: (1) total new budget authority; (2) total budget outlays; (3) the surplus; (4) the public debt; (5) net interest; (6) and allowances. Requires the chairmen of the budget committees of each House to: (1) make the necessary conforming changes for FY 2003-2011 in each of such areas; and (2) make appropriate adjustments in the allocations to their respective Committees on Appropriations.
