World War II Merchant Mariner Service Act - Directs the Secretary of Defense (DOD) to consider certain methods for verifying that an individual performed honorable service as a member of the merchant marine during the period beginning on December 7, 1941, and ending on December 31, 1946, for purposes of eligibility for veterans' benefits under the GI Bill Improvement Act of 1977. Requires such methods to include Social Security Administration (SSA) records and validated testimony in the case of the absence of Coast Guard shipping or discharge forms, ship logbooks, or other official employment records. Requires the Secretary to recognize masters of seagoing vessels or other command officers who were authorized to document an individual for purposes of hiring for the merchant marine or discharge therefrom, when determining whether to recognize service allegedly performed during such period.

Increases the allocation for new discretionary budget authority to the Committee on Appropriations, in addition to amounts allocated under S.Con.Res 13 (FY2010 congressional budget resolution), for program integrity initiatives listed in such resolution. Specifies for FY2011 new discretionary budget authority, discretionary outlays, new mandatory budget authority, and mandatory outlays. Requires the discretionary spending enforcement provisions of S.Con.Res. 13 to remain in force and effect in the House of Representatives, except that the references to the point of order against advance appropriations to FY2010-FY2011 shall be references to FY2011-FY2012. Amends Rule XXI (Restrictions on Certain Bills) of the Rules of the House to allow a point of order against consideration of legislation if its provisions affecting direct spending and revenues have the net effect of increasing the on-budget deficit or reducing the on-budget surplus for either the period comprising: (1) the current year, the budget year, and the four years following that budget year; or (2) the current year, the budget year, and the nine years following that budget year. Authorizes the chairman of the Committee on the Budget to exclude the effect of any current policy adjustment under the Statutory Pay-As-You-Go (PAYGO) Act of 2010 from a determination of the budgetary effects of any provision in legislation. Expresses the sense of the House on deficit reduction. Declares that, upon enactment of legislation containing recommendations in the final report of the National Commission on Fiscal Responsibility and Reform that decreases the deficit for either time period provided in Rule XXI, the chairman of the Committee on the Budget shall, for the purposes of the PAYGO Act, exclude any net deficit reduction from his determination of the budgetary effects of such legislation in order to ensure that the deficit reduction achieved by that legislation is used only for deficit reduction and is not available as an offset for any subsequent legislation. Declares that nothing in this resolution shall be construed to engage Rule XXVIII (Statutory Limit on Public Debt).

Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 - Amends the federal criminal code to revise provisions prohibiting knowingly creating, selling, or possessing a depiction of animal cruelty to prohibit knowingly and for the purpose of commercial advantage or private financial gain selling or distributing an animal crush video in interstate or foreign commerce. States that such prohibition does not prohibit the sale or distribution of any visual depiction of hunting, trapping, fishing, or customary and normal veterinary or agricultural husbandry practices. Defines "animal crush video" as any obscene photograph, motion-picture film, video recording, or electronic image that depicts actual conduct in which one or more living animals is intentionally crushed, burned, drowned, suffocated, or impaled in a manner that would violate a criminal prohibition on cruelty to animals in the federal or state jurisdiction in which the depiction is created, sold, distributed, or offered for sale or distribution.

Quality Cancer Care for Life Act of 2010 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to improve the quality of cancer care and the quality of life for cancer patients and survivors by expanding CDC cancer control programs, including the National Comprehensive Cancer Control Program and the National Program of Cancer Registries. Requires the Director of CDC to award grants to: (1) develop, implement, and evaluate cancer case management and coordination programs to enhance the quality of cancer care and the quality of life for patients and survivors and to improve cancer outcomes; and (2) train individuals to undertake the quality of life needs of cancer patients, survivors, and family caregivers. Requires the Secretary to establish a Quality of Life Advisory Committee to advise, coordinate, and assist the CDC in creating and conducting the cancer quality of life and survivorship activities, program enhancements, and training initiatives under this Act. Requires the Director of the National Institutes of Health (NIH) to undertake additional cancer quality of life and survivorship research that addresses pain, symptom management, side effects and late effects, and psychosocial factors to improve cancer clinical communication and care planning, treatment and post-treatment, and follow-up care across the life course.

Oil Spill Responsibility Act of 2010 - Finds that BP p.l.c. (BP) confessed under oath before Congress to being the responsible party for the discharge of oil in the Gulf of Mexico resulting from the explosion on and sinking of the mobile offshore drilling unit Deepwater Horizon. Requires BP immediately to pay the United States $25 billion as partial compensation for removal costs and damages for which BP is liable. States that a specified limitation on damages under the Oil Pollution Act of 1990 shall not apply with respect to the explosion on and sinking of the mobile offshore drilling unit Deepwater Horizon. Prohibits the construction of this Act as limiting the liability of BP for such amount. Requires amounts paid by BP under this Act to be deposited into a separate account in the Treasury and made available to the Secretary of the Interior to reimburse any person for removal costs and damages incurred as a result of the explosion on and sinking of the mobile offshore drilling unit Deepwater Horizon.
