Summary

Recycle America's Land Act of 2001- Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to direct the President to establish assistance programs for: (1) assessment and remediation of brownfields; and (2) State voluntary cleanup programs. Absolves of liability under CERCLA: (1) certain owners or operators, including heirs, specified treatment works, and owners or operators of rights-of-way; (2) certain non-owner/operators, including small businesses, landfills, de micromis contributors, and recyclers; and (4) contiguous property owners. Limits the right to seek contribution from other parties in certain circumstances. Revises provisions regarding settlements. Establishes a liability allocation process for NPL facilities. Reauthorizes appropriations to the Hazardous Substance Superfund through FY 2007.
