Small Business Pension Accessibility Act of 1999 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to set the Pension Benefit Guaranty Corporation (PBGC) insurance premium rate at $5 for each individual plan participant in the case of a new single-employer defined benefit plan maintained by a small employer.
