Establishes the Blennerhassett National Historical Park in West Virginia. Authorizes the Secretary of the Interior to accept donations, acquire lands, and enter into cooperative agreements with West Virginia. Establishes the Blennerhassett National Historical Park Advisory Commission to consult with the Secretary on the management of the Park. Authorizes appropriations.
