Summary

Surplus Firearm Safety Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reduce by five percent the Federal grant funds available to each State for drug control and system improvement programs (Byrne grants) and redistribute such reduction to other States, unless the State demonstrates to the satisfaction of the Director of the Bureau of Justice Assistance that its laws or regulations concerning firearms acquired by a local law enforcement agency require that such firearms: (1) when not maintained for a legitimate law enforcement, evidentiary, or forensic purpose, be destroyed; or (2) when not maintained for such a purpose, are not transferred by such agency, except to another law enforcement agency for such a purpose or to a museum.
