Global Democracy Promotion Act - States that in determining eligibility for assistance under part I of the Foreign Assistance Act of 1961 foreign nongovernmental organizations shall not: (1) be ineligible for such assistance solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States, and (2) be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving assistance under part I of such Act.

Seniors Protection Act of 2011 - Directs the Secretary of the Treasury to disburse a $250 payment to recipients of Social Security, SSI (Supplemental Security Income under title XVI of the Social Security Act), railroad retirement benefits, and veterans disability compensation or pension benefits if no cost-of-living adjustment is payable in 2011. Allows a tax credit for $250 ($500 in the case of a joint return if both spouses are eligible) for certain federal, state, and territorial retirees.

National Baseball Hall of Fame Commemorative Coin Act

National Baseball Hall of Fame Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar coins in recognition of the National Baseball Hall of Fame during the one-year period beginning on January 1, 2015. Directs the Secretary to hold a competition to design the obverse of the coins. Requires the design on the reverse side to depict a baseball similar to those used by Major League Baseball. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the National Baseball Hall of Fame to help finance its operations.

Trade Adjustment Assistance Accountability Act of 2011

Trade Adjustment Assistance Accountability Act of 2011 - Amends the Trade Act of 1974 to extend and authorize appropriations for the trade adjustment assistance (TAA) program for workers through FY2014. Requires the Secretary of Labor, with respect to a petition for the certification of eligibility to apply for TAA for a group of workers adversely affected by import competition, to send written or electronic notification of the receipt of the petition, and the initiation of the investigation of such petition, directly to the petitioners. Requires the Secretary to obtain from the workers' firm, a customer of the workers' firm, or the petitioner, through questionnaires and other appropriate means, information that the Secretary determines is necessary to certify a group of workers as eligible to apply for TAA. Authorizes the Secretary to seek additional information by: (1) contacting officials, employees, or customers of the workers' firm, as well as officials of certified or recognized unions or other duly authorized workers' representatives, or one-stop operators or partners; and (2) reviewing all certifications or denials of petitions for TAA within the same industry as the petitioner and considering the impact of trade on such determinations. Requires the Secretary to notify the petitioner of any information submitted or certified as part of an investigation that was adverse to the petitioner's claim, as well as allow the petitioner to review any non-protected documents, in cases where the petition for certification has been denied and the petitioner appeals. Requires the Secretary to provide a written or electronic response to a written request for information from the petitioner regarding the status of the petition at least 60 days after a petition or appeal is filed.

SERVE Act of 2011

Supporting Emergency Responders Volunteer Efforts Act of 2011 or the SERVE Act of 2011 - Amends the Internal Revenue Code to allow an individual taxpayer who is a bona fide volunteer of a qualified volunteer emergency response organization a $1,000 refundable tax credit.  Requires such individual to: (1) have served as a bona fide volunteer performing fire fighting and prevention services, emergency medical services, and ambulance services for more than six months in a taxable year; (2) have provided more than 40 hours of such services actively engaged in the prevention, control, or extinguishment of fires or response to emergency situations where life, property, or the environment is at risk; or (3) have been stationed on the premises of an emergency response organization in anticipation of being actively engaged in providing such services.

Border Security Technology Innovation Act of 2011

Border Security Technology Innovation Act of 2011 - Directs the Under Secretary for Science and Technology of the Department of Homeland Security (DHS) to ensure that any federal government interagency or intra-agency agreement entered into by the Under Secretary to develop and transition new technology explicitly characterizes the requirements, expected use, and concept of operations for that technology. Changes the termination date for DHS's Homeland Security Science and Technology Advisory Committee to December 31, 2014. Directs the Comptroller General to assess the basic science research needs in the border and maritime security domain. Requires: (1) the Secretary of DHS and the Director of the Joint Planning and Development Office to continue to research and develop technologies to permit routine operation of unmanned aerial vehicles, including autonomously piloted drones, within the national airspace for border and maritime security missions without any degradation of existing levels of safety for all national airspace system users; (2) the Secretary to coordinate with the Director to enter into pilot projects in designated test ranges in sparsely populated, low-density air traffic airspace to conduct research, experiments, and data collection in order to accelerate the safe integration of unmanned aircraft systems into the national airspace system as part of that Office's research activities; (3) the Under Secretary to continue to research and develop technologies to permit detection of near surface voids, such as tunnels, with an emphasis on technologies with real time capability; and (4) the Secretary to coordinate with other federal agencies and ensure the integration of such activities with relevant efforts of such other agencies and DHS's Centers of Excellence Program. Directs the Under Secretary, in coordination with: (1) the Director of the National Institute of Standards and Technology, to continue a joint research and development program on anti-counterfeit technologies and standards; and (2) the Commissioner of United States Customs and Border Protection (CBP), to continue research on the use of mobile biometric technology at the nation's borders between the ports of entry.
