Summary
Coal Miners' Unemployment Assistance Act of 1999 - Directs the Secretary of Labor to make payments of Federal supplemental unemployment benefits to unemployed coal miners who have exhausted their rights to regular unemployment benefits, and whose separation from employment is due to environmental laws or court orders directly related to the mining of coal. Sets forth other requirements relating to individual eligibility, period of eligibility, amount of weekly benefits, and Federal supplemental accounts. Authorizes appropriations.
