Summary
Species Protection and Conservation of the Environment Act - Authorizes the Secretary of the Interior to make grants to States to facilitate local capacity building among individual, local, State, and Federal land and owners of water rights through the development of a State assessment that identifies priorities for restoration, management, or enhancement of native fish or wildlife and their natural habitats and processes through control of harmful nonnative species. Creates the Aldo Leopold Native Heritage Grant Program for the science-based restoration, management, or enhancement of native fish or wildlife or natural habitats, with an emphasis on controlling harmful nonnative species and technical feasibility. Requires such program to include a monitoring plan and partnership with a Federal agency. Directs the Secretary to consider projects which aid species which are or could be listed as endangered and which encourage intergovernmental and private/public cooperation and involvement, with priority to projects which utilize innovative technology. Provides for a higher Federal share of costs for projects with innovative technology. Requires the National Invasive Species Council to develop monitoring requirements to ensure that the long and short-term goals of the project are achieved. Directs the Council to develop and maintain a database on such projects, including their techniques. Requires the Secretary to carry out demonstration projects to promote ecologically based strategies to control harmful nonnative species affecting the National Wildlife Refuge System and adjacent lands and waters, encouraging public/private cooperation and including the use of innovative technology. Authorizes the Secretary to financially assist a rapid response to outbreaks of harmful nonnative species when rapid eradication or control is possible.
