Fair Debt Collection Practices Amendments of 1994 - Amends the Fair Debt Collection Practices Act to exclude from the definition of debt collector (and so exempt from the requirements of the Act) any government agency, attorney, or private child support enforcement agency engaged in enforcing the collection of child support in compliance with State child support collection regulations.
