Directs the Secretary of Transportation to make specified funds available to certain States and the District of Columbia for road repairs and emergency road resurfacing required due to the severity of the 1993-1994 winter. Rescinds 15 percent of the FY 1994 amounts appropriated for travel expenses for officers or employees of the executive branch, excluding the Postal Service and the Departments of Defense, the Treasury, Justice, and Veterans Affairs.
