Summary

Timber Resource Employment Enhancement Act of 1991 - Directs the Secretaries of Agriculture and of the Interior (Secretaries) to establish and carry out a program to rehabilitate and enhance Federal forest lands in those areas that have been adversely affected by reductions in the timber sales program due to northern spotted owl protection and other factors. Authorizes appropriations. Directs the Secretary of Agriculture, acting through the State and Private Forestry program of the Forest Service, to establish and carry out a program to increase timber production on State, county, and private lands in Washington, Oregon, and California. Authorizes appropriations. Directs the Secretary of Agriculture, through the Supervisor of the Olympic National Forest to undertake the following programs with respect to the Olympic National Forest: (1) specialized forest products; (2) facilities repair and maintenance; (3) a watershed initiative; (4) new forestry initiative; (5) silvicultural projects; and (6) an olympic recreation initiative. Authorizes appropriaitons. Requires the Secretaries, when entering into contracts in connection with the programs required by this Act, to give preference to persons who reside in Washington, Oregon, and California, and contractors that employ such persons, with specified exceptions. Directs the Secretaries to prepare and update a list of all communities in such States that satisfy the definition of rural community.
