Summary

Permanent Performance Review Act of 1996 - Establishes the Permanent Performance Review Commission to: (1) establish and manage a schedule of agency self-studies to be conducted over a fixed period; (2) hold hearings as part of an overall assessment and transformation of the date presented in the study into a performance review to be developed by the Commission; and (3) submit the performance review and legislative recommendations to the President, the Congress, and the public. Sets forth: (1) the duties of agencies subject to performance review; and (2) procedures for congressional action on performance reviews received from the Commission. Authorizes appropriations.
