Provides that, notwithstanding any time limitation prescribed for the filing of a claim against the United States, a named individual may file a claim with the appropriate Federal agency and in the proper United States court for injuries allegedly resulting from having been administered an inoculation, in a Government-sponsored program, for swine flu.
