Southern West Virginia Heritage Preservation Act of 1990 - Title I: Southern West Virginia Heritage Preservation Commission - Establishes in the Department of the Interior the Southern West Virginia Heritage Preservation Commission to preserve the coal mining heritage of southern West Virginia. Authorizes appropriations. Title II: Southern West Virginia Coal Heritage Route - Requires the Secretary of the Interior to designate the Southern West Virginia Coal Heritage Route linking historical, cultural, and recreational sites in southern West Virginia. Authorizes appropriations.
