Summary

Grants to each coastal State complying with specified procedures the mineral rights in the subsoil and seabed of the Outer Continental Shelf extending to a line which is twelve miles from the coast of such State. Directs the Secretary of the Interior to establish a coastal baseline along the coasts of the United States to determine the extent of the grants made under this Act. Establishes a boundary advisory commission to consult with Canada and Mexico concerning the mutual boundaries extending seaward shared with these countries by the United States.
