Summary
Firearm Child Safety Lock Act of 1998 - Prohibits any person, in or affecting commerce, from manufacturing in the United States a handgun without a child safety lock which, while activated or attached to the firearm, prevents the firearm from being discharged. Directs the Secretary of the Treasury to impose a $5,000 civil fine on violators. Provides for judicial review of the Secretary's decision to impose a fine.
