Summary
Amends the Federal Reserve Act to require the Board of Governors of the Federal Reserve System to take and maintain detailed minutes of all meetings of the Federal Open Market Committee. Permits the Board, before the publication of any such minutes, to delete any information regarding any foreign country, central bank of a foreign country, or any international institution which has a majority of members who are foreign countries or central banks of foreign countries. Provides for the future review and publication of such deleted information.
