Summary

Directs the Secretary of the Interior to conduct a study to determine the feasibility of protecting and preserving certain cultural, historic, and natural resources associated with coal mining in specified counties of southern West Virginia. Requires the Secretary within one year after enactment of this Act to report his findings to the House Committee on Interior and Insular Affairs and the Senate Committee on Energy and Natural Resources. Authorizes appropriations.
