Summary
Declares that the College of Agriculture and Mechanic Arts of the University of Puerto Rico shall be considered a land-grant college established for the benefit of agriculture and mechanic arts in accordance with specified provisions of Federal law. Authorizes the appropriation of a specified amount of money to Puerto Rico in lieu of donations of public land or land scrip for the endowment and maintenance of such colleges.
