Summary

Authorizes a State or local authority conducting a Federal election to mail free of postage: (1) absentee ballots; (2) instructions pertaining to such ballots; and (3) envelopes for returning ballots. Permits any person casting such ballot to return it with no charge for postage. Stipulates that this Act shall not apply to mail transmitted under the Federal Voting Assistance Act of 1955 or the Overseas Citizens Voting Rights Act of 1975.
