To amend the National Parks and Recreation Act of 1978 to authorize the Secretary of Interior to exchange city-owned lands in Los Angeles, California with public lands managed by the Bureau of Land Management in Nevada.

Summary

Amends the National Parks and Recreation Act of 1978 to direct the Secretary of the Interior (Secretary) to exchange Federal lands in Nevada for city-owned lands in Los Angeles, California. Subjects federally-exchanged lands under this Act to all valid existing rights (including but not limited to leases issued and rights-of-way granted by the United States). Gives the United States the option to purchase or reacquire such federally-exchanged lands if the White Pine Power Project has not commenced within 50 years of the effective date of this Act. Makes a certain public land order ineffective with respect to specified Federal lands in Nevada. Releases such lands from withdrawal. Establishes the Sunrise Mountain National Conservation Area (conservation area) to conserve, protect, and enhance specified areas contained in and adjacent to Sunrise Mountain (Natural Area) Inventory Unit, Nevada. Requires the Secretary to develop a management plan for the conservation area. Authorizes appropriations. Establishes a right-of-way corridor along the existing Navajo-McCullough electrical transmission line, to be designated and administered by the Secretary. Authorizes the Secretary of the Interior and the Secretary of Agriculture to accept donations of non-Federal land in the State of Nevada to become National Forest System lands. Directs the Secretary of the Interior to enter into negotiations on a funding participation agreement with Nevada, Arizona, and any other affected parties for construction of the Colorado River bridge crossing at Black Canyon, and to report to specified congressional committees on the status of such negotiations.
