To amend the Outdoor Recreation Act of 1963 to authorize the National Park Service and the United States Geological Survey to conduct a national river systems recreation assessment.

Summary

Amends the Outdoor Recreation Act of 1963 to direct the Secretary of the Interior to: (1) assemble and publish a uniform national river systems assessment, based on information contained in statewide river assessments prepared by the States; (2) provide technical and financial assistance to assist States in their preparation of such statewide assessments; and (3) report to the Congress. Requires the recreational assessment to include: (1) a geographic identification of all river systems and their associated riparian areas at the level of detail necessary to reflect the complete functioning of river systems; and (2) an identification of resource characteristics presently and historically associated with each river system. Directs the Secretary to: (1) consistently maintain, revise, and update the assessment; and (2) make every effort to integrate the assessment with other existing and proposed river-related inventories. Requires the Secretary to: (1) utilize the information generated from such assessment to prepare a "State of the Nation's Rivers" report on the status and trends of the nation's river recreational and associated riparian resources; (2) distribute such report to the heads of affected Federal agencies, the States, and the public; and (3) utilize it to educate the public on the importance of river systems and the issues and threats related to river systems nationwide. Authorizes appropriations.
